In order to maintain full chain of custody, it is nessecary for a new site to be certified if they take legal ownership of the goods. Transaction certificates are issued between buyers and sellers and so traders, including brands, purchasing and housing certified product and resell to other businesses require their own certification. This ensures the volume is controlled and monitored by certification bodies. There is an exemption for traders who take legal possession but not physical possession of the goods – they are not required to hold their own scope certificate. To assure that a specific shipment of products received is certified to a Textile Exchange standard, a buyer can (and should) ask their certified supplier to provide a transaction certificate (TC). This document is issued by the certification body (CB) of the supplier and lists the actual certified products and shipment details including the buyer’s name and address and declares the certification status of the shipped goods. If you are looking to make on-product claims, the TC must come from your direct supplier. If the TC is from mid-supply chain, this does not mean the chain of custody is complete beyond the supplier issuing the TC.

Textile Exchange uses a chain of custody system, whereas all points in the supply chain up until the brand must be certified in order to continue referring to the material or products as certified. We use a controlled blending/segregation model with Scope certificates and Transaction certificates. Scope certificates verify a company is qualified to produce certified products, whereas Transaction certificates verify that specific products are certified to a given standard. At this point we don’t allow tracers as equivalents to this system but we’re keeping a close eye on innovations in technologies. Additionally, our VR2 policy allows for a mass balance chain of custody model.

Companies that have demonstrated the ability to comply with the relevant standard requirements by an approved certification body (CB) will be issued a scope certificate (SC). The SC means that the company is eligible to process the certified products on their list.

This does not automatically mean the product you are ordering is certified unless there is a transaction certificate (TC) to accompany it. The SC lists the products which can be offered certified and labelled to the standard. Before ordering certified product from a supplier, you should make sure that their certificate is still valid, and that the product you are ordering is listed on the certificate.
