The policy for transaction certificates aims at embedding robust integrity in the supply chain by increasing transparency and traceability in each commercial transaction of verified materials and products. To this end, financial documents (e.g. sales invoices and receipts, purchase orders, bank statements, letters of credit, and relevant transport documents) are reviewed by the certification body to ensure that conditions such as physical location, transportation, and/or ownership of claimed material conform to Textile Exchange requirements.

This first version of the policy will be limited to continuous production processes with reclaimed or recycled material inputs only, though we are open to the policy being used for other materials in future versions. We will be considering inputs and looking for guidance on how to apply this thinking in future versions of the policy.

Gasification and pyrolysis depolymerization will remain excluded from this first version of the policy for VR2 mass balance. In many conversations with stakeholders, we learned about the complexities of these processes and also the lack of general regulation on how to account for them in a consistent and industry-recognized way. While we support innovations in recycling methodologies and technologies, there are challenges with these methods to accurately account for the exact claimed material proportions: a product made with a recycled content claim either could or could not contain a single atom of recycled material using these technologies. We are aware that other schemes in the chemical recycling landscape are allowing these methodologies today and we are open to review this further in consideration for a future version of the VR2 policy. At this point, however, we are not accepting equivalencies without further research and stakeholder conversations.

GRS or RCS product-related claims, including logo use, are not allowed for VR2 material. Where VR2 material is mixed with non-VR2 material, the VR2 material cannot be claimed as part of an overall product-related claim but the eligibility requirements for making blended GRS/RCS claims may be followed. Additionally, a certified organization may make promotional claims about their certification status that is not product-specific. Our approach to labelling will be revisited as part of the unified standard development and review/revision of our claims and labeling policy. and review/revision of our claims and labeling policy.

Introducing mass balance is a new scope for Textile Exchange.  We will add resources as the concept progresses. In the meantime, other schemes have information based on long-standing processes. ISEAL chain of custody models is a good resource that covers many different sustainability certification systems. Schemes with mass balance options include Rainforest Alliance, Roundtable on Sustainable Palm Oil (RSPO), and Forest Stewardship Council (FSC).

This policy applies to all facilities which utilize continuous production processes with reclaimed or recycled material inputs. At this time, it is only eligible for recycled content under the Global Recycled Standard (GRS) and Recycled Claim Standard (RCS) based on the pilot tests Textile Exchange conducted.  There is potential that more processes and materials will be added after more exploration and testing in the future.

The Responsible Down Standard (RDS) ensures that down and feathers come from ducks and geese that have been treated with respect to their Five Freedoms. Farms and slaughterhouses are certified to a set of strict animal welfare criteria, including the prohibition of live-plucking and force-feeding. Down and feather material from RDS farms are tracked using the chain of custody requirements of the Content Claim Standard (CCS).

The RDS is intended to be used for down and feathers that come from waterfowl (including ducks and geese). The raising systems for other types of birds are very different and the standard would not be as useful in those scenarios.

The RDS is not designed to provide full supply chains transparency. A brand may take the decision to do this additional investigation, but it is not included as part of the RDS. If you are interested in doing the work of identifying all of these sites, then you would need to work directly with your suppliers and request that they disclose their sources to you.
